Students from low income families in the rural areas of the province of Chimborazo, Ecuador and in the urban fringe of the city of Riobamba need training that will prepare them to earn a living. The Obra Social y Cultural Sopena (OSCUS) vocational school provides such training but has antiquated equipment. The purpose of the project is to provide equipment for teaching currently needed skills.

OSCUS vocational school is a nonprofit institution and has not been able to provide either state of the art machines and tools or equipment in numbers sufficient for class sizes. For example, students in dressmaking are using treadle machines but will need to be skilled in using electrical machines when employed or when running a productive dressmaking business. In the general mechanics program, classes of 25 or more must learn welding techniques on one antiquated TIG and one MIG welder. The project would purchase equipment for the programs in dress making, general mechanics, carpentry, and automotive mechanics as well as for the computer center. Two hundred students, ages 12 to 30, would be served.

In addition to learning actual skills, students also learn basic business practices and professional ethics. Graduates seek to have their occupation serve the community. They often create their own small business. By having employability skills and understanding they are able to economically help lift their families and rural communities.

The purchase of the equipment would begin as soon as funds are received and be completed by March 2012. Basic infrastructure already exists.

Equipment has been purchased and installed. Video, with English narration, was produced showing students using equipment and is available to show to D5340 Rotary clubs. Information on job placement is being obtained. The final report for TRF is being prepared by Riobamba, Ecuador, Rotary.

Acceptance of the final report has encountered many difficulties because of RI changes from Pilot Project to Future Vision. Changes to the RI Website have also caused multiple delays. Thanks to flexibility on behalf of TRF staff, only indications of acceptance of the report by current club presidents is now needed.
