Since opening in 2009, Holy Innocents Children's Hospital in Mbarara, southwest Uganda has provided medical treatment to over 10,000 critically ill children (primarily malaria, dysentery and respiratory infection) and over 55,000 other ill children needing outpatient services. The hospital's laboratory lacks certain laboratory equipment, i.e. a blood gas analyzer, hematology (CBC) analyzer, chemistry analyzer, coagulation machine, lab incubator, dry autoclave, steam (wet) autoclave, water bath, VDRL shaker and vortex mixer. This means that various tests must be outsourced, costing money and time. We propose to fund needed lab equipment so lab tests for children can be done in a timely and economical fashion at the hospital. The total cost of the above-referenced equipment is $42,700.

The proposed activity is the procurement of the following specific laboratory equipment: a blood gas analyzer, hematology (CBC) analyzer, chemistry analyzer, coagulation machine, lab incubator, dry autoclave, steam (wet) autoclave, water bath, VDRL shaker and vortex mixer. The need addressed by the acquisition of this equipment is i) the ability of the hospital to perform a wider variety of laboratory diagnostics on the children it treats, ii) the ability to do so more quickly without have to outsource the work, and iii) the ability to avoid paying a third party to perform the tests. The intended beneficiaries are the children who are patients of the hospital and their parents, who will receive more rapid diagnosis of symptoms, facilitating faster and more economical treatment. The potential benefit to the community is that children are treated faster and more economically.

January 25, 2013, Fallbrook Club re-submitted Project G-322, Lab Equipment, to the San Diego District #5340. They further described how future lab technicians would be trained, and who would train them. Additionally, they described how the sustainability of good functioning equipment would be maintained using a task force from the Joint Medical Store (JMS) in nearby Kampala. The sole purpose of this task force, which is composed of professional and certified technicians, is to service and maintain hospital equipment located in accredited hospitals.

11-17-2014 The final list of equipment has been prepared. The full funding by TRF for $37,500.00 has been received. Pick-Up haste orders will be sent this week to the three source companies.

During December 2014, laboratory equipment was delivered to The Holy Innocents Children's Hospital. It was immediately installed, the lab techs trained, and real-life lab results were being performed. Medilab Co. Mbarara Rotary Club, Apollo, took terrific pictures, and confirmed the delivery and actual use of the equipment received. In January 2015, Medilab Co. Fulfilled its complete contract, and Fallbrook Rotary wired their payment in-full to them. There are two companies with outstanding orders that are near completion.

On March 2, 2015, Dr. Andrew, Chief Physician at The Holy Innocents Children's Hospital, reported that Human Diagnostics Ltd. had delivered all the equipment that we had ordered. We are waiting for an invoice from the company, and the confirmation of delivery, successful operations of the equipment, and the completed training in the operations by the hospital technicians. The latter to be confirmed by Amumwize Apollo, President of the host, Mbarara Rotary Club.

06-10-2015 This project is very near completion. The last piece of laboratory equipment is being purchased from a different company than it was originally planned. Human Diagnostics LLC will be supplying the wet autoclave, rather than getting it from Almo Diagnostics.

I still cannot close the Lab Equipment Project GG1326339 because I cannot get any type of communication from the Primary Contact of the Host Mbarara Club. I have requested help from the TRF Global Projects Supervisor; she copied to me an email request to the Mbarara Club's Primary Contact. However, I still have not heard a word. I need the Primary Contact to simply confirm that the final and last piece of laboratory equipment ordered, was delivered and fully functioning. I already know that it has, but I need the Mgarara's Club to sign the confirmation.

This Grant G322, known as GG1326339 to TRF being a Laboratory Equipment Grant, was completed and closed by TRF in January 2016.

Laboratory Equipment Grant G322 is completely closed.

04-18-2016 The final check reimbursement for the "opening balance deposit" cleared the bank from 04-15-2016. The bank is now closing that checking account with a zero balance. The Laboratory Equipment Project is now COMPLETE.

The laboratory equipment was totally delivered near the end of 2015 year. It was approved and signed off by both the Mbarara Club and our Fallbrook Club. The checking account is closed. The entire project is closed. TRF knows it is closed too.

The History Log for this project, laboratory Equipmen, indicates that this project has been completely closed for a long time. Please see this in The Rotary Foundation Grants website. I hope that since that project is closed by Rotary International, that their closing it would be acceptable to Rotary District 5340. It would be very efficient and reasonable if the task for closing would not require duplication.

03-22-2017 This grant was completely closed last year, 2016. I do not know why the "closing of this grant" is being reviewed again.

This Lab Equipment Grant GG1326339 was started in June of 2014. All the equipment purchased was delivered to the Holy Innocents Children's Hospital. It was tested for its intended purpose, and was working well. All the vendors were paid-in-full and its checking account was closed on 04-29-2016. This grant was then completely closed shortly thereafter.
