Introduction/Overview
Lugonjo village lies between Kitoro to the East and Nakiwogo to the West. The Kiwafu road, which connects Kitoro and Nakiwogo ferry terminal runs through the village. Travelers to Kalangala, Buwaaya, etc who use the ferry at Nakiwogo, thus transit through Lugonjo village via the Kiwafu Road. The road is busy on any given day with both vehicles and human traffic. The village is highly populated, with a population in excess of thirty two thousand one hundred and fifteen (32,115) residents as per the2014 population census (UBOS, 2022). This makes Lugonjo the most densely populated area in Uganda. Most of the household members are low-income earners. The main socio-economic activity in the village is small scale retail and service activities such as running of retail shops, bars, saloons, boda bodas (motor cycle taxis), market stalls for fruits/vegetable, fish etc.
One of the major community challenges in the area is lack of public toilet facilities to serve the needs of travelers and members of the community who might need these services. While there are some private toilet facilities to serve households and business premises, there is currently no SINGLE public toilet facilities in the area despite this large population. The nearest public toilet facilities are present Kitooro Trading Centre and Nakiwogo Pier/Ferry Crossing. Therefore, provision of public toilets in between these two public toilets would go a long way in addressing this critical community need. This community challenge has been identified by the Local Community leadership (called Area Local Council One), which has in a written memo sought assistance from the Rotary Club of Entebbe. Following the request for assistance from the Local Council 1 leadership, a needs assessment study was done by the Rotary Club (RC) of Entebbe (Annex 1).
Project beneficiaries: Travelers along Kiwafu Road, the Police at Lugonjo Police Post and Lugonjo community/general public. This will be an average of 5,000 users daily.
Community needs the project will address: Toilet services, hand wash facilities, education on hand wash hygiene.
How the project will address the community needs: Provision of water borne toilet facilities to both the Lugonjo community and travelers along Kiwafu Road, which will be maintained and serviced with sundries like costs of water, toilet paper, etc (in the long run) with a charged small user fee for each household and the adult traveler. This function will be outsourced to a service provider. The charging of a user fee is already being implemented in the municipality (Kitooro Market and Nakiwogo landing site). It is planned that major after project works, repairs and maintenance shall be managed by a budget to be provided by the Entebbe Municipal Council. The facility will address the special needs of the disabled, the different (male and the female), and with provision for easy access for the children.

Budget Estimates: The total Budget for this project is USD 37245) - see details in Annex 2. Material costs are based on the Architectural drawing shown in Annex 3.
Financing Plan: RC Entebbe and its local partners have so far raised UGX 3.2m (Approx. USD 830). RCE hopes to raise more funding for this project from its members (PHF contributions to the TRF, various organizations including public and private institutions and international partners and The Rotary Foundation. Land measuring approximately fifty square meters (120m2) and worth about Uganda Shs 50m (approximately USD 13,513) has been offered by the family of Late Apolineri Zaneza of Lugonjo village for this purpose (handover agreement attached as Annex 5). The land is situated near the current Lugonjo Police Post, located approx 150m off Kiwafu Road, and is available for immediate use as per the family consent.
Sustainability Plan: Once completed, the facility shall be managed by the Local Council 1 office, who will be responsible for its maintenance. A small fee shall be charged to users of the facility to be used for meeting running costs, such as power, water and general maintenance to ensure sustainability of this venture.
