Early Childhood Development

One of the most depressed areas in Cape Town is called Lavender Hill. The community suffers from all forms of social ills and suffers funding even from the new government. Newlands Rotary Club decided to start with "Fixing the Children" and to this end selected 5 ECD centres in the region (From about 40) with the intent to:

raise the sites to the standard that qualifies for govt funding

Raise the teaching staff to best practice

Raise the teaching materials to best practice.

To complete the certification of centres and to furnish adequate teaching materials we will partner with Ontario Rotary Club District 5300 California.

Carry out an academic study over the three years of the project to evaluate the benefits and results derived from our intervention.

The first 2 years have been funded by Newlands Rotary and we are now looking for funding for the last year.

The first year of the academic study has been completed and is available on request.

Although this project is fully funded, we are still in the process of completing the online form. Personal schedules, etc. have delayed the process. We are still planning to submit the grant and hope to do so before the end of January.

All funds have been received and deposited into a special Matching Grant account by Newlands Rotarians. Glynis Menne, new project leader and coordinator and Toufeeq Thomas, ECD project coordinator, organized a "field trip" for Newlands Rotarians and Dottie Leveque, Ontario Rotarian, to visit all five of the ECD project sites on August 1. The group was impressed by how much had been accomplished since the initial project activities began some two years ago. Two schools have been fully approved by the Department of Education; one school is just waiting for approval, and a fourth is completing requirements. The fifth school requires more work.
The Matching Grants planning committee will be meeting prior to the regular meeting of Newlands Rotary on September 19 to implement the grant and planning for the expenditure of the funds.

Due to recent changes in membership and the illness of one of the key members of the Newlands Rotary Matching Grant Team, a meeting of the new team members was held on Thursday, October 20 at the Early Childhood Centre in Claremont (Cape Town) to review project progress thus far and set a path for the completion of the project with Toufeeq Thomas, ECD Coordinator, and the team members. Clarification on what will be required on all sides for financial record keeping was discussed and agreed upon. Newlands Team members are: Glynis Menne, Chairperson in charge of project implementation; Mike Walwyn, Financial Oversight; and Bill Holland, Chairperson of the club's Social Services Committee. Dottie Leveque, Ontario Rotary, Ontario, California was also present at the meeting. A subsequent meeting/site visit was scheduled for November 9, 2011 at Kaalvoet Educare Centre in Lavender Hill. The purpose of the meeting will be to see the program in action and to clarify the educational materials and toys needed for each of the five schools, so that purchases can be made which will support the learning program for the students.

All payments to the project have now been made. As soon as certain outstanding vouchers have been received, the final report will be submitted to TRF.
