The project was funded by RI check no. 000375 dated Dec 6, 2006 and deposited in a MG account on Dec 12, 2006. We are scheduling a start up meeting within the next week and will establish a reporting schedule as required.

$13,750 USD Funding from RI was received in December 2006. A Micro Credit group was formed in the La Morita Colonia located in the eastern end of Tijuana by the designated administrative organization, Fundacion Esperanza de Mexico A.C.(FEM). Group training and terms and conditions for member loans for business and career development were established in April 2007. Initial funding of $2000 USD to begin the loan processing was provided in June 2007. In September, an additional amount of $2500 USD was provided. There are currently 9 loan recipients with a total of $43,000 pesos in loans, paybacks through October have been $12,800 pesos with a balance of $15,000 pesos.

A warning was received from Mireya Morales that a report was overdue for this project. A request was sent to Jim Brunner to turn progress report in to TRF. If a report is not submitted by that time, The Rotary Foundation may act on its right to cancel the grant and request that all grant funds be returned, including the sponsor portion and any interest earned on grant funds.

Mireya Morales wrote that she received the interim report but needs the following clarifications:
-The name and contact information for a secondary contact

-Will there be a second and third group to receive loans?
-Section 12 (Expenses) of the report form indicates that "no fees or expenses have been assessed to date". Is this in terms of bank or administrative fees? No grant funds have been expended or loaned out to date? Were other sources used to provide loans to the first group?

-Bank account for the Micro Credit Program in Pesos. Is this account a Rotary controlled account or an account provided by FEM? Does FEM have an non-profit (asociacion civil) account? She suggested that the funds deposited to a joint account where there are two signatories on the title or have the funds deposited to a non-profit (A.C.) account.

Mireya confirmed receipt of the additional information provided. The Matching Grants Program Officer would like a breakdown of the 13 beneficiaries of the loans, the amounts that were disbursed to each, and the total amount paid back to date. Also need information regarding the socio economic level of the beneficiaries.

The Rotary Foundation has not received an acceptable report within the last 18 months. Contact Mireya Morales immediately as TRF is requiring that the funds be returned.
