Cereal Banks for Nomads

Niger is the poorest country in the world, and among the least served and poorest of its inhabitants are the nomads. Millet is the staple of their diet, in addition to the milk derived from their herds. This grain is harvested each year in October-November and at that time the supply is good and the price is low. As the dry season progresses in March-June, the price rises. The purpose of the proposed cereal stock is to buy a large quantity of grain and provide it to local food co-operatives in remote areas as a loan. They will then sell the grain at a small profit, providing locally available food supply to the nomadic communities at a below market price. This is a one-time investment, which will be self-sustaining each year as the loans are repaid and provide employment for the managers of the food cooperatives in each region. This amount could purchase, depending on the market price next year, approximately 80 tons of grain, which could provide for 16 communities. Approximately 12,000 nomads will be helped by this grant. The grant will also pay for a truck to transport the grain to outlying cereal banks. This truck will also be used for much needed transporting supplies for school construction and water well projects, as well as women's co-op and medical materials.


Nomad Foundation Cereal Banks provide millet at a constant price all year at Awezegrene.


A Nomad's work is his herd. Truck purchase will help in transporting animals for export.

This project is completed. Project listed for the 2006-07 Rotary Year.

The Matching Grant application number from TRF is #61063.

The TRF Staff in charge of this grant is Frederic Lehaye (frederic.lahaye@rotary.org).

We are building a coalition of clubs and districts to help fund this project, and we need help NOW. This grant must be funded soon so that we can purchase the grain at the lowest price after the harvest in November, especially since rainfall has been poor this year. We have unique communication and cooperation between the host and international clubs, since a Rotarian spends half her time each year in Niger with the nomads, and half in Ojai, and communicates by satellite modem from the Sahara Desert. The grant will be carried out by The Nomad Foundation, which is an NGO in Niger, and a 501c3 organization in California. The urgent need for food among the nomads, coupled with remarkable accountability and communication between the clubs, makes this a highly unusual and worthwhile matching grant project.

Matching grant application was submitted to TRF on 9-6-06. Due to the overwhelming generosity of other Rotary Clubs, RC of Ojai will contribute additional funds to a companion matching grant that will provide wells, education, and herd immunization for nomads, sponsored by Westlake Village Sunrise RC.

Grant processing has been delayed due to new TRF guidelines on 11/1/06 re: conflict of interests. Leslie as director of Nomad Foundation cannot be contact person for the grant, which means we need new signatures and a new contact person for RC of Agadez (not Sidi, who is disqualified as president of RC of Agadez.)

Project was seen as a revolving fund project so additional forms and supporting data was submitted. The grant was approved March 7. Checks from D5240 were sent 3/21/07, and from D5960 shortly thereafter.

Project has been approved and according to TRF records funds have been sent by TRF, but have not been received by the RC of Agadez yet. Funds are being traced.

The grain has been delivered to 20 communities, 60 people (3 from each bank) have met with Rotarians to be trained in how to keep records and run the cereal banks. The banks are going well, and the grant is almost ready to be closed out, now that most have sold and paid for the initial supply of grain. A report has been written but the last bookkeeping is still outstanding, due to some confusion about exactly what TRF wants as documentation. This has been a vital food source at a time that political unrest has made travel difficult, and drastically decreased the supply of food to the nomads.

Grain has been distributed to 20 remote nomadic communities, community teams of 5 people have been trained in running the banks, accounts for each community have been set up and the first cycle of selling and repurchasing grain has been completed. The final report will be submitted in the next 3 months.

The Cereal Bank project is complete. 20 Cereal banks were created--4 more that projected and the truck purchased. The first year cycle of repayment has been met with all the restocking completed in Oct 2008. The final report was filed and accepted in November of 2008.
