Jennifer Berg wrote that the following information must be submitted by May 9, 2008 in order to complete request in Rotary Year 07-08:
-Host (Nkwazi) Committee and Authorizations: The Host partner must establish a committee of at least three Rotarians to help oversee the project. The three committee members listed on the application must be members of the sponsor Rotary club (Nkwazi) and also sign the application confirming their participation in the project. According to RI's membership data base Mr. Evaristo Mambwe terminated his membership at a Rotarian on 6-January-08 and is therefore not currently a member of RC Nkwazi. Please have one additional member of R.C. Nkwazi send a signed letter stating that they will oversee this project until it is closed by the Foundation. Please make sure to include phone numbers, mailing addresses, email addresses.
-International Partner (La Jolla Sunrise) Authorization:
The application does not include the correct signed authorization. Club sponsored applications must include a signed authorization from the current club president. According to R.I.'s membership database Rotarian Stephen Cross is the President of RC La Jolla Sunrise for Rotary Year 07-08.
-Revolving Loan Fund Supplement: The Revolving Loan Fund supplement also needs the signature of the International Partner's current club president. The host partner's current club president's signature has been received.
-Cooperating Organization Letter: Provide a signed letter from the cooperating organization (Power of Love Foundation) that specifically states its esponsibilities, how it will interact with Rotarians in the project and that "it agrees to cooperate in any financial review of activities connected with the project". Please make sure the letter reflects the Cooperating Organization's acceptance of strong Rotarian Participation in the project. Please make sure this letter is dated within six months if the submission of this application and is signed.
-Host Club (Nkwazi) Rotary Endorsement of Cooperating Organization: Provide a signed letter from the host club's current president that endorses the cooperating organization and states that "it is reputable, responsible, and is registered and acts within the laws of the project country."
-Rotarian Control of Funds: Please indicate what specific controls the Rotarians will be able to exercise over the funds for at least the first lending cycle. They should be able to directly access the accounting of the funds at will.
-Clarification on Organizations Participating in Project:
Please clarify the Foundation for Women's connection and/or role in this project. Please note that if the Foundation for Women is playing an active role in this project cooperating organization letters will have to be provided and Rotarian Lindholm would need to withdraw from the project committee in order to avoid any possible appearance of a conflict of interest. She would need to be replaced by another member of RC La Jolla Sunrise.

Please be advised, that based on the correspondence posted on this project’s page, it appears this project was not accepted by RI for the 2007-08 year. The project’s application will need to be updated and new signatures obtained before resubmitting to District 5340 and RI for approval in the 2008-09 year.

A checklist of items needed has been sent from Jennifer Berg. President Bota is a replacement committee member but he is also the current club president. Since he did not sign the original application, please have him send a signed letter stating he, "will oversee this project until it is closed and that he authorizes the application for MG 68596 on behalf of the Rotary Club of Nkwazi."

• Project Planning. In the application it asks the following question, "Have the sponsor clubs/districts planned and agreed to fund plumbing or electrification for equipment and appliances in existing buildings (hospitals, schools, libraries, orphanages, etc.)?" The response to this question was "yes". Please keep in mind that grant funds can not be used to provide plumbing or electrification. Please confirm that no grant funds will be used to provide plumbing or electrification to any existing building. Please simply respond to this email confirming this statement and that will be sufficient.

The technical review by a member of the Cadre has generated the following questions. Please answer these questions at your earliest convenience to complete your request:
•Please provide more detail to describe the Cooperating Organization’s experience with revolving loans.
•Please give more detail to describe the success of the previous project. For example: what was the default rate? What types of businesses were created by the borrowers? Are these businesses still functioning?
•Please provide more detail on who will be providing the counseling and training support. Please also include more detail on what types of vocational/business training will be provided. Will the borrowers be required to develop a business plan?
•Please specifically describe how RC Nkwazi will be able to provide direct oversight and monitoring of the grant funds and interest earned? It is strongly recommended that at least one member of RC Nkwazi have the ability to request to see the revolving loans actual bank statements at anytime.
•The supplement states that “The Power of Love Foundation will return all funds to the RC of Nkwazi to then return to the Rotary Foundation within 60 days of termination of program” Please clarify this statement. Does this mean that only one lending round will be completed? If not, how long does the Power of Love Foundation foresee their revolving loan activities to continue?
•Please provide more detail to describe RC Nkwazi’s involvement in the project. (Ideally, the host club will appoint one or more Rotarians to sit on the board of the revolving loan agency, attend the first organizational meeting of each revolving loan fund credit group, and visit the revolving loan project at least bi-monthly.)
•Please provide more detail about how start-up costs and administrative costs for the project will be provided for.

FUNDS WILL BE TRANSFERRED TO ACCOUNT OF NKWAZI AND THEN DISBURSED TO REVOLVING FUND AGENCY AS DISBURSEMENTS ARE MADE. TWO MEMBERS OF NKWAZI (TREASURER PLUS MEMBER FROM SERVICE PROJECTS COMMITTEE) WILL SIT ON BOARD OF REVOLVING FUND AGENCY. WE ARE HAPPY TO ENSURE THAT WE DO SEE THE BANK STATEMENTS IN ORDER TO REVIEW PERFORMANCE OF GRANT.
2. Please provide more detail to describe RC Nkwazi’s involvement in the project.
TWO MEMBERS OF NKWAZI (TREASURER PLUS MEMBER FROM SERVICE PROJECTS COMMITTEE) WILL SIT ON BOARD OF REVOLVING FUND AGENCY. WE WILL ATTEND THE FIRST MEETING OF EACH REVOLVING FUND CREDIT GROUP. OUR CLUB WILL ALSO UNDERTAKE VISITS TO THE PROJECT MONTHLY, THE AGENCY WILL ALSO PRESENT PERIODIC REPORTS TO THE CLUB AND AT SPECIAL FUNCTIONS LIKE THE DG'S VISIT.
