This project is a project of Mobilizing Rotary for Microcredit

The main objective of this three-year project (April 2008-March 2011) is to improve the quality of life of 120 families giving them the opportunity to have their own small business. They will receive an average loan of $150. The main components are to acquire knowledge of their desired entrepreneurship, accounting practices, customer service, a culture of loan payments, good health, and basic education for the participating families.

The project will benefit up to 540 persons considering that an average Ecuadorean family has 4.5 members. Each family member will have the oportunity to learn the business, accounts, customer service, how to resolve problems, how to maintain good health and pursue basic education for all family members.

The project will be organized and supervised by a committee formed by members of Rotary Club Guayaquil Cerro Azul with some visits from the Rotary Club La Mesa Sunrise and constant Internet communication as to the progress of the project. Furthermore, we will provide reports about the participating village banks and their performance during the life of the project. Hogar de Cristo, which has an excellent track record working with Rotary matching grants, will serve as the NGO. El Cajon Rotary and Rancho Bernardo Rotary will partner with La Mesa Sunrise Rotary.

Valerie Pereira wrote that the following additional info is needed by 30-Apr in order to complete the application:

-Item 4. Rotarian Involvement on the board of the Revolving Loan agency, if appropriate. Are detailed plans listed to ensure these criteria will be met?

-Provide additional information for Rotarian participation. Aside from the selection of the beneficiaries, please provide additional detailed participation. Will there be any teaching, mentoring, visiting the beneficiaries, etc…?

-Item 5. Training and Payback Schedules. Grant projects that involve the establishment of a revolving loan fund must include training. Describe the counseling and training activities of Hogar de Cristo that will be provided to the loan recipients, such as vocational training.

-Item 6. Revolving Loan Fund Agreements. Each agreement will specify loan policies for that credit group, including interest rates, loan amounts, and payback schedules. Will written policies and agreements be used in the project?

-Item 7. Continuity Plan: Identify who will take control of the funds, to ensure that the loan fund capital will continue to be used for revolving loans in accordance with the policies adopted. Please provide a detailed continuing project activity plan and agreement between Hogar de Cristo and the local club.

-Item 8. Project Administration Expenses. What costs will be incurred besides loan fund capital to establish and run the project? Please provide information for administration expenses. There was no information provided.

-Item 9. Use of Interest and Fees. Interest and fees generated by revolving loan fund capital from TRF may be used for administrative expenses that support the revolving loan project. How will the interest and fees be used in the project?

-Item 10. Ultimate Disposal of Funds. Describe what will be done with the loan fund capital and any remaining earned interest in the event that the revolving loan project is terminated, either before or at any time after the final report for the grant project is submitted.

-Item 11. Loan Guarantee Systems. TRF does not fund loan guarantee systems. Will any Foundation funds be used to guarantee loans by another agency?

-Item 14. Other Rotary Programs. Will other Rotary programs been utilized in support of the project?
